Commander David Phillips is originally from Brownsburg, IN and graduated from Purdue University in May 2010 with a Bachelor’s degree in Materials Engineering. He commissioned from Navy Officer Candidate School is September 2010.
He reported to USS HOUSTON (SSN-713) as a division officer in April 2012, completing a Western Pacific deployment. He held a variety of roles including Electrical Officer, Chemistry and Radiological Controls Assistant, Assistant Operations Officer, Quality Assurance Officer, and Assistant Engineer Officer.
He served as Engineer Officer onboard USS WYOMING (SSBN 742) where the ship and crew completed Engineered Refueling Overhaul and returned to strategic service, including Demonstration and Shakedown Operations (DASO) 31.
As Executive Officer onboard USS INDIANA (SSN 789), he completed a deployment to the European Command Area of Responsibility and a change of homeport to Pearl Harbor, HI.
Ashore, he served as a Company Officer at the United States Naval Academy, completing a Master’s of Leadership Education and Development and as Aide to the Director of the Naval Nuclear Propulsion Program.
In October 2025, he reported to PCU DISTRICT OF COLUMBIA (SSBN-826) as Executive Officer.
