Update from the Chairman

In my last update, I discussed the Christening Ceremony. As USS District of Columbia (SSBN-826) moves closer to entering service, many people ask: What is commissioning?

A commissioning ceremony is the moment a ship officially joins the United States Navy. It marks the transition from construction and testing to active service. For the crew, it begins a new chapter of duty. For the Navy, it adds a powerful new capability. For the nation, it continues a tradition that reaches back to our founding.

2026 is off to a tremendous start onboard PCU DISTRICT OF COLUMBIA (SSBN 826), with a host of events around the country for training and community relations, and with new crew members arriving every day. It has been a privilege to see the work the crew is doing, and the skills they are developing as we look to ever more impactful milestones in the construction process.

Traditionally, the men and women of Naval commands periodically gather to "Hail" new arrivals and "Farewell" Shipmates who are departing. In keeping with that tradition, we've opted to use this section to Hail those who've "Joined our Crew" by supporting the USS District of Columbia Commissioning Committee.

Today we're Hailing our Lady Columbia and Four Star Admiral Supporters! As we note on our website, Lady Columbia was an early symbol of our country, symbolizing justice, peace, and victory throughout the Revolution and early years of our nation. Four Star Admirals — the highest rank in the Navy — serve our nation with honor and distinction.

USS District of Columbia "Sails the Monster Mile" with NASCAR's All Stars!

The USS District of Columbia Commissioning Committee took our six foot working model to NASCAR's All-Star Weekend to take on Dover Motor Speedway's "Monster Mile!"

Five Crew members from PCU District of Columbia traveled to the District of Columbia for the DC Sub Ball to celebrate the 126th birthday of the Submarine Force.

PCU District of Columbia Crew Members Conduct Second Namesake Visit

Nine Sailors assigned to the Ballistic Missile Submarine, PCU District of Columbia (SSBN-826) visited their ship's namesake city, the District of Columbia, 20-23 April. Namesake visits provide an opportunity for District of Columbia Sailors to build relationships and develop strong ties between the Crew and Washingtonians.

The USS District of Columbia Commissioning Committee supported the Navy League of the United States' Sea Air Space 2026 Conference and Exposition from April 20-22.

The USS District of Columbia Commissioning Committee's six foot working model returned to the "waters" of the Navy League of the United States Sea Air Space 2026 STEM Expo on 19 April.

Construction Update

Soon-to-be Delivered "Life-of-the-Ship" Reactor Core

Following a tour of the BWXT Core Production Facility in Lynchburg, Virginia, Admiral Bill Houston, Director, Naval Reactors, and Representative John McGuire (VA-05) pose with the soon-to-be-delivered first of its kind reactor power unit for the first Columbia-class ballistic missile submarine, District of Columbia (SSBN-826). The Columbia-class ballistic missile submarines, designed to replace aging Ohio-class boats as the most survivable, stealthy, and advanced leg of the nuclear triad, feature a "life-of-the-ship" reactor core designed to operate for its entire 42-year service life without needing mid-life refueling.

Namesake Spotlights

The District of Columbia is rich with naval history—meet some of the people who made history and the places where it happened.

Rear Admiral (Ret) Sinclair Harris

A native of Washington, D.C., Admiral Harris attended Gonzaga College High School and later graduated from James Madison University. His early sea assignments included tours aboard USS Long Beach (CGN-9), USS Vincennes (CG-49), USS Jarrett (FFG-33), USS Coronado (AFG-11), USS Benfold (DDG-65) and commanded USS Comstock (LSD-45). During his command tour, he supported Operation Enduring Freedom as well as humanitarian assistance and disaster relief following Hurricanes Katrina and Rita as well as a non-combatant evacuation of Lebanon in 2006. Admiral Harris served in multiple shore assignments including as the Commander, U.S. Naval Forces Southern Command and U.S. 4th Fleet and Vice Director for Operations on the Joint Chiefs of Staff before retiring in 2015. Awarded the 2022 VADM Samuel L. Gravely, Jr. Leadership Award which recognizes leaders who exemplify the trailblazing, courageous service of the late U.S. Surface Navy Vice Admiral.

Attorney Kerwin E. Miller, Esq

A Third Generation Washingtonian and military veteran, Attorney Miller graduated from the U.S. Naval Academy in 1975, serving as a Surface Warfare Officer.  Graduating Cum Laude from the Howard University School of Law, Attorney Miller earned his Master of Laws Degree in 1989 from the George Washington University National Law Center.  Appointed as a law clerk to Judge Shellie F. Bowers, he later served as an attorney in the Department of Veterans Affairs (VA), Office of General Counsel (OGC), where he was awarded the Secretary of VA’s Outstanding Volunteer Award. DC Mayor Anthony A. Williams appointed–and the DC Council unanimously confirmed–Attorney Miller as the Director of the newly established DC Office of Veterans Affairs.  He was reappointed by Mayor Adrian Fenty until retiring in 2008. Inducted into the 2019 Washington DC Hall of Fame, Attorney Miller was awarded the Politics and Government Legacy Award for his lifelong committed public service to the DC Community.  Awarded the U.S. Naval Academy Alumni Association’s 2025 Thriving as Leaders Award (TAL) in the Volunteer Leadership and Service category through his outstanding achievement, volunteer leadership, and service, thereby inspiring others to greater heights of achievement.

History, Heritage, and Traditions

The Navy Good Conduct Medal

First authorized on 26 April 1869, for “obedience, sobriety, and cleanliness” as well as proficiency in “gunnery and seamanship,” the Good Conduct medal changed since then, the criteria for receiving it shifted in response to a process of modernization underway since the end of the nineteenth century.

In this case, PCU District of Columbia Chiefs -- Master Chief Schulz, Senior Chief Kerr, and Chief Tom Bolin -- helped Show Car Transport Driver, Dale, move RFK's BuildSubmarines Show Car into place shortly before the Dover Motor Speedway's FanZone opened to fans at the start of NASCAR's All-Star Weekend.

On Sunday morning before the All-Star Race, PCU District of Columbia Crew Members--EDMC(SS) Benjamin Schulz (Engineering Department Master Chief); ETN2(SS) Keihin Lee (Reactor Controls Technician); LCDR "Chip" Brand (Navigator); MMACS(SS) Joshua Kerr (Maintenance and Material Management Coordinator); MMN2(SS) Isabela Braun (Engineering Laboratory Technician); and MMNC(SS) Tom Bolin (Machinery Division Chief)--had an opportunity to meet RFK Driver Chris Buescher.
MMN2(SS) Samuel T. Boudreau, Reactor Laboratory Leading Petty Officer, was selected as PCU District of Columbia (SSBN-826)'s 2025 Junior Sailor of the Year. Petty Officer Boudreau was recognized for his instrumental role in developing the training program for his Division and the entire Engineering Department; qualifying as Shutdown Reactor Operator; successfully standing up SSBN-826's radiological training program; and administering two Physical Readiness Tests to over 75 Sailors as well as leading command physical training sessions.

SSBN-826's 2025 Sailor of the Year is MMN1(SS) Karasevich. A few of his significant accomplishments follow: invaluable change recommendations to the S1B Virtual Interactive Display Equipment and Engineroom Team Trainer (VETT), enhancing VIDE/VETT's utility post-production and established a "Ready for Training" environment; demonstrated exceptional leadership with two Sailors selected for commissioning and one advanced to Chief; qualified nine first-term Sailors, oversaw five Engineering Watch Supervisor re-quals, facilitated one new N33Z NEC acquisition, and ensured all first-term Sailors were eligible/received their Nuclear Supervisor NEC as soon as instruction authorized.

Crew members from PCU District of Columbia volunteered to serve as judges during the 1 April 2026 General Dynamics Electric Boat Rhode Island Regional SeaPerch Competition hosted by the University of Rhode Island. Competition was fierce as over 100 students representing 30 middle school teams competed with winners advancing to the International SeaPerch Challenge, College Park, MD, 30-31 May, 2026.

CAPT Heath Johnmeyer, Commanding Officer, PCU District of Columbia (SSBN-826) addresses competitors in the Rhode Island Regional SeaPerch competition on 1 April 2026. SeaPerch is an international program that equips students and teachers with the knowledge they need to build underwater remote operated vehicles by providing robotics kids to schools, introducing middle and high school students to engineering, the maritime trades, design, and problem-solving.
PCU District of Columbia Sailors served as judges during the General Dynamics Electric Boat - Connecticut Technology & Engineering Education Association's SeaPerch Regional Competition. Teams from Connecticut Schools designed and built their own remotely operated vehicles (ROVs) before putting them to the test in the pool through a series of challenges. Top finishers qualified for the International SeaPerch Challenge, College Park, MD, 30-31 May, 2026.

Teddy was amazed to hear the USS District of Columbia will have a displacement of 20,800; length 560'; beam 43'; speed 20+ knots; Crew 155 (mixed gender); weapon system 16 Trident II DS5 (LE) as compared to Holland's displacement 64; length 53'10"; beam 10'3"; draft 8'6"; speed 5 knots; complement 7; armament 1 18-inch torpedo tube!
ETVC(SS) Bryant, YNSCS(SS/DV) Opitz, and ETN2(SS) McLaughlin stopped by USS Drum (SS-228), a World War II Gato class submarine, the first Navy ship named after the drum, a type of fish.  She was responsible for sinking 15 enemy ships during WWII.  Part of the crew visited Austal Manufacturing in Mobile, Alabama to better understand the industrial base surrounding today's submarines.
EMN1 Moore, EMN1 Daniels, EMN2 Powell, MMNC Easley, ETN2 Lee, MMN2 Pereur, ETNC Haugen, and EMN1 McCraw, PCU District of Columbia, visited the Philadelphia Navy Yard on the way to the Propulsion Plant testing facility in Philadelphia, PA.
PCU District of Columbia's MMN2 Mueller, MMN2 Boudreau, MMN2 Kerins, MMN2 Braun, MMN1 Barnhill, MMN1 Karasevich, LCDR Sledge, and EMNC Nirva stopped and visited the USS New Jersey (BB-62) - Battleship Museum on the way to Philadelphia for Propulsion Plant testing.
PCU District of Columbia's ETVC(SS) Bryant at the helm onboard USS Drum (SS-228).  The USS Drum is now a museum located in Mobile, Alabama.
